Staff report: most grantees spending appropriately; Boys & Girls Club flagged for follow-up

At the North Las Vegas Citizen Advisory Committee meeting Feb. 3, staff provided a mid-cycle review of subrecipient spending for fiscal year 2025-26 and identified one primary concern: the local Boys & Girls Club.
Janie Christenson said the colored spreadsheet circulated to members shows agencies marked in green have not reached a 50% spend rate and that letters were sent in January asking those grantees for plans to spend down remaining funds. "The only one that I'm really kinda concerned about is Boys and Girls Club because I'm not getting quite what I need from them," Christenson said, noting high turnover at the organization and missing reports. She added she planned follow-up in early February and had engaged a consultant to help the provider get back on track.
Christenson also listed several new or transitioning contacts at long-standing providers: Lavonne Lewis at the Salvation Army retired in December and Corey Fuqua has stepped into that role; YMCA and Skyview have experienced staff turnover; several new grantees (Baby's Bounty, Helping Hands of Nevada, Iron Sharpens Iron, JAG) will receive site visits this month. She described Baby's Bounty's diaper distribution at the MLK Senior Center as efficient and praised the service delivery observed during site visits.
Why it matters: Timely expenditure of federal grant dollars is required under HUD rules and affects whether grantees can continue receiving funds. The committee will watch whether the Boys & Girls Club submits required reports and increases its spending rate.
