Auditor Smith requested approval of the April 22, 2026 meeting minutes and asked the board to authorize publication in the official newspapers; the board agreed and approved the minutes by voice vote.
The auditor also presented a renewal application for a special class C retail alcohol license with outdoor service for the Zwingle Recreation Association at 2836 194th Avenue; the application had been sent to the city of Zwingle in error, but the auditor said the state will resubmit or route the application to the county. The board approved the license renewal effective May 3, 2026 through May 2, 2027.
Separately the auditor explained an ECIA request: every five years Jackson County must authorize responsibility for the Eastern Iowa Regional Housing Authority (EIRHA) environmental review record to allow EIRHA to access HUD capital funds. The board passed Resolution 1180‑04‑28‑2026 authorizing the county to accept responsibility for the environmental review record and authorized the chair to sign HUD Capital Fund Program certification forms and the environmental review record form as required.
