He accused the governor of seeking to "dismantle ECI" and said the shift threatens the system's ability to provide locally tailored services for children from birth to age 5.
Winkler framed the vacancies and administrative actions as a loss of community-driven oversight: "Governor Reynolds is starving this board, a state board which is designed to reflect local community needs," he said. He urged preservation of area boards and stressed the importance of locally determined services for young children and their families.
