City Engineer Ryan Cummins said the design showed substantial progress and many engineering improvements, but also listed outstanding items that prevent recommendation of a vote at this time — notably a proposed cul-de-sac that may exceed length regulations and unresolved riparian-zone and lot-size questions. Planning staff likewise declined to recommend approval and noted the plan will need further engineering refinements and utility approvals (FirstEnergy and sanitary coordination) before a final presentation.
