Planning Commission approves Grace Estates final plat for 12 homes; infrastructure expected this spring

The Avon Planning Commission voted March 18 to approve the final plat for Grace Estates, a 12-lot single-family subdivision on Detroit Road. The approval followed extended public comment and technical clarifications from city engineering staff. The vote was unanimous: commissioners present voted “AYES” all on the motion to approve.
City Engineer Ryan Cummins told the commission that the developer has obtained the Ohio EPA permits and the Army Corps preliminary jurisdictional determination. Cummins estimated infrastructure work — water, sanitary and storm systems — would likely begin in May after City Council approval of the developer’s agreement, and that home construction would follow later in the year once lots are recorded and sold. Cummins said the subdivision’s detention basin and extension of storm sewer along Elizabeth Street are designed to hold back and slow runoff relative to current conditions.
Several neighbors had urged wider wetland setbacks and raised concerns about standing water and the proximity of proposed homes. Planning staff and the law director advised residents that house siting must meet codified setbacks and would be reviewed as individual building permits. The city promised to provide residents with a copy of the Army Corps determination and to notify interested neighbors about the developer agreement when it comes to City Council.
