Shaw said the city budgeted $5.3 million for Phase 2 when factoring construction and construction engineering; the current low bid leaves a favorable margin against that budget. Councilmembers praised staff and the contractor for advancing a decade-long planning effort toward construction.
Ordinance 87-2026 accepting the Helms and Sons low bid and appropriating $4,526,522 passed as an emergency measure. Staff indicated change order work on Phase 1 remains to be finalized but expected to come in under the original contract.
