Council approved Ordinance 85-2026 to accept a temporary construction easement from Eric and Elena Kenny for the roundabout at Erie Street and Monroe Street and resurfacing work on Erie Street from Centennial Road to Monroe Street. Shaw told council this parcel is temporary only; no permanent right-of-way was being acquired, and the negotiated payment for the temporary easement is $300.
Shaw said the property has a substantial amount of tree frontage that screens the street and that those trees are encroachments in the right-of-way; he said city crews could cut encroachments without compensation but that negotiations included a post-project plan by parks and forestry to soften the impact to the property owner. Council accepted the ordinance as an emergency measure.
The staff presentation said this is number 7 of 10 acquisition parcels needed for the roundabout project and that negotiations focused on minimizing the take while addressing construction needs.
