The presenter said the city has contracted with Lucas County for these services since 2005 and that the county provides representation at lower cost than in‑house alternatives. The presenter explained that the apparent year‑over‑year cost increase reflects corrected case accounting by the public defenders commission rather than a sudden rate hike. The ordinance passed as an emergency measure.
"We've been doing this since 2005, and we have a really good relationship with them," the presenter said, describing the long‑standing arrangement and the county’s cost structure. Council approved the measure and it was recorded as passed that evening.
