Council members reviewed Ordinance No. 16-26, which would create the Avon Community Improvement Corporation, a municipal entity intended to support development tools and project coordination in the city. Mayor Bryan Jensen told Council the matter had been discussed at the Economic Development Committee prior to the work session and said "all Council Members were present for the Economic Development Committee... and he believed they were ready to proceed." The ordinance will receive a third reading on Monday, March 23, 2026.
Public comment flagged governance concerns. Audience member Larry Escalante urged safeguards to prevent "power creep," warning that, over time, a CIC with broad authority could act beyond Council control if board compositions or policies shift. Council did not take final action at the work session; the item will return for the March 23 reading and remain open to public hearing and comment as scheduled.
