Council postpones decision on engineering contract for $750,000 wastewater project

Members asked detailed procurement and contract questions: whether the AIA contract form had been executed, how general-conditions fees would be handled (pass-through or markup), whether an allowance for discovery work would be included to avoid unforeseen city costs, and how retainage would be scheduled. One council member suggested the contract include a 5–10% allowance for discovery work; staff and the attorney noted additional change orders and overruns would come back to council for approval.
Because representatives from the engineering firm were not present to answer these technical and contractual questions, the council voted to postpone action so Hansen/Henson Engineering could appear at the next meeting and address specifics. A council member moved to postpone and the motion carried with recorded affirmative votes.
Council asked staff to request that the engineering firm attend the next regular meeting to present the contract details and payment schedule and to clarify any addenda that would allow bidding for base sewer work plus optional stormwater items.
