The Historic and Environmental Preservation Board approved an amendment to the Coconut Grove Village West multiple property designation to remove noncontributing buildings and vacant lots from the designation while retaining the contributing building at 3628 Frohl Avenue. The applicant and staff said the change clarifies boundaries and allows sensitive redevelopment of the vacant lots.
Attorney Jerry Proctor and owners described coordination with staff and provision of historic documentation. Board members pushed for assurances that future development maintain the district’s Bahamian and village‑scale character; the applicant proffered a recorded covenant that any development on Lots 5 and 6 will conform to the Village West design guidelines and be reviewed by HEP staff. The motion, which required the covenant to be recorded prior to any demolition permit, passed unanimously.
