On third and final reading the Steubenville City Council adopted Ordinance No. 2026-53, which establishes a personal days policy for non-union, full-time city employees. The ordinance passed after Mr. McManamon called the question; roll call showed six ayes and one no. Mayor Ralph Petrella declared the ordinance duly adopted and staff noted the ordinance will go into effect on July 30, 2026.
Council member Mr. Mayo spoke in opposition during debate, arguing the change undermines collective bargaining. "I'm a union guy, I believe in collective bargaining... I don't agree with that," Mayo said, adding he objects to granting the same benefit to non-union employees that unionized employees negotiated. The council adopted the ordinance despite his objection.
