Resident Eric asks council how to pursue live-work mixed-use zoning

Eric, a Portland resident and owner of a cleaning business, asked the council about the process to combine a shop and a small living space on a parcel near the Southeast Road self-storage and Industrial Park. He said he has engineered blueprints but has not purchased the property and wanted to know whether zoning, water service and annexation would allow a mixed commercial-residential use.
"I wanna know what I could do to get zone changing to be able to have a mixed use of a live and workshop," Eric said. Councilors advised him to submit his engineered plans to city staff for review, to confirm whether the parcel is inside city limits or in the county's extraterritorial jurisdiction (ETJ), and to coordinate with the county for re-zoning if necessary. They also discussed whether he would be tied to city water or could use a private well.
Staff and council members encouraged Eric to deliver his plans and said the city would route them to the appropriate reviewers and inspectors; no formal decision was taken at the meeting.
