City Manager Michael Johnson told council June 30 that the city issued a condemnation order for the downtown mall after recent inspections and code reports. Johnson said fencing and a partial sidewalk closure were being installed to protect public safety; the condemnation order requires occupants to cease business operations immediately and gives tenants 30 days to remove their belongings.
Johnson described ambiguity over the mall's representation and an owner claim of a potential buyer, but said the city's next steps depend on whether building violations are remedied. He noted the owner had not pursued the January appeal window after an earlier code report, which may limit the owner's appeal options now. "The condemnation order basically says everybody has to cease business operations immediately, and they have 30 days to get their stuff out of the building," Johnson said. Councilors discussed the potential for the land bank or nuisance actions to address long-term blight if the owner does not act.
