Council approves interlocal purchasing option (Region 8/TIPS) to expand procurement avenues

City staff presented an interlocal purchasing agreement that would let Gregory access cooperative purchasing through the Region 8 education service center’s TIPs (the buy board). Staff explained the arrangement would not obligate the city to use vendors on the buy board, but would add an available avenue to procure supplies and services at government pricing.
Councilmembers asked whether local vendors would still be able to compete, whether buy-board pricing differs because of bonding or volume discounts, and how call-offs or job-order contracts might interact with the proposed practice. Staff and council agreed the buy board is an option—not a mandate—and moved to approve the agreement. “It gives us another option,” staff said during the discussion.
