South Bend working with University of Washington students on housing study

The chair told the council the city has three University of Washington students assigned to study South Bend’s housing stock and buildable land through the Economic Development Council. "We've got 3 students that, are assigned to the city of South Bend, and they are here today, going through the city and looking at our housing stock and, buildable land and and things like that," the chair said.
The students are expected to deliver recommendations on potential code adjustments and other measures meant to make housing easier to build in the city. The chair said officials discussed options such as encouraging subdivision or sale of properties and noted financing and local developer capacity are barriers: council members said they do not know of local developers ready to build multifamily housing at current interest rates.
The chair also noted existing local tools, including accessory dwelling units (ADUs), which the city already allows and which can be used to add housing on existing lots. The council did not take formal action; the study is expected to produce a report with suggested code or policy changes that the council can consider.
