Delegate O'Malley urges calling out Children's Cove's $650,000 line as noncore

Delegate O'Malley told the Finance Committee the draft resolution should acknowledge programs the county has limited control over, citing Children's Cove as an example. "That is a sort of $650,000 budget line that we carry that, we all recognize we have very little to say about that department," O'Malley said, adding he inserted a reference to Children's Cove in section 3.2 to illustrate what he sees as a peripheral program.
Members discussed whether singling out Children's Cove might appear unfair to the program; Deputy Speaker Frizzell suggested the draft clarify why the example appears where it does rather than implying targeted criticism. O'Malley compared Children's Cove to a prior, noncore example (the Police Training Academy) and said the placement was intended to focus discussion on whether the program is outside core county responsibilities.
Committee members agreed to refine the placement and language and to include any clarified wording in a revised draft for the Aug. 10 meeting.
