Cheryl Steinberg, the city’s grants and housing supervisor, reviewed the consolidated plan goals and the public‑engagement process used to shape recommendations. She said the city received $766,847 this year — about $45,000 less than 2025 — and summarized staff recommendations: the Homeless Outreach Team (HOT) was recommended for $115,027 (the maximum 15% available for public services), a code‑compliance assistance program, a Senior Paint‑a‑Thon through Brothers Redevelopment, and a reserve for a future housing project that may support accessible dwellings or down‑payment assistance.
"This year, we received $766,847, about 45,000 less than in 2025," Steinberg told the council as she walked through the scoring matrix for applicant proposals. Staff said HUD limits public‑service spending to 15% of the total grant and that staff recommended minimizing city risk by funding proven programs and holding funds for a future strategic housing initiative. The council approved the motion to submit the plan to HUD and the application will be filed by the Aug. 16 deadline.
