Budget adds court clerk, police vehicles and design funds while eliminating CBO position

During review of the final FY2026–27 budget, the city manager and finance staff outlined several personnel and one-time capital requests included in the adopted package.
City manager said the budget asks for a municipal court clerk to help process bench warrants and a mix of public-safety staffing increases: “we're looking at 3 service aids and a police officer,” he said, and requested a one-time $450,000 to purchase six police interceptor vehicles. The manager also said the budget eliminates the certified building official (CBO) position and instead funds an entry-level planner to expand community-development capacity as permit volumes increase. The packet additionally includes $200,000 to begin design documents for the Frontera Road/San Gabriel corridor and $300,000 to reflect an earlier council decision to fund a water park project.
Councilors asked questions on vehicle packaging and staffing costs; finance answered that the revenue assumptions were intentionally conservative to allow increases to reserves should actual revenues exceed projections.
