BCRC adviser outlines town plan grant: 40% advance, public engagement to follow

Holly Fisher, representing the PCRC/BCRC, told the Select Board that the town had been awarded a municipal planning grant to update its town plan and described the contract between the town and BCRC. She said the state allows three requisitions: a 40% advance once the state agreement is executed, a 30% payment after a progress report, and a final 30% reimbursement after the project is complete.
Fisher outlined a scope of work that includes a town-wide survey, community meetings and a walking tour. She noted the contract contains a not-to-exceed budget tied to the grant award and that the grant requires a 10% local match. Fisher also described who can act as the municipal authorizing official and suggested Nancy (the select board municipal authorizing official) and a backup should have account access to make requisitions.
Board members asked technical questions about invoicing, payment requests, and public-engagement scheduling and agreed that Laurie would apply for the grant and bring the signed agreement back to BCRC for final execution. The Select Board agreed to authorize signing the town–BCRC contract so the planning commission can begin public outreach.
