City staff presented the proposed FY25 budget and discussed revenue assumptions, reserves, and capital expenditures, including funds earmarked for water projects and generators. The council reviewed the draft and discussed the timing for public hearings and adoption.
A councilmember moved to set the proposed tax rate of 0.0894 per $100 and to ratify the proposed budget; the motion was seconded and carried. Council also set two public hearings for Sept. 9 on the proposed budget and the proposed tax rate and instructed staff to publish the required notices.
The budget document presented shows capital expenditures of approximately $373,000 and flagged pressure on reserves if capital spending is not managed. Staff noted proposed tax rate 0.0894 (voter‑approved rate) and explained it reduces the city's nominal rate from the previous year's 0.0896 because property values increased. Council discussed the importance of sales tax income for city operations and directed staff to circulate budget documents ahead of the public hearings.
"I make a motion that we... set the proposed tax rate of 0.0894 per $100 and to ratify the proposed budget," the mover said; council approved the motion and confirmed the public hearing dates.
