The Hays City Council voted to join a newly created cyber fund administered by the TML Risk Pool, approving execution of an interlocal agreement and authorizing payment of the quoted premium.
Council discussed whether the city—whose banking and accounting systems include online QuickBooks—should carry additional cyber coverage. A councilmember and the city attorney described scenarios where hackers could freeze accounts and disrupt services; one member shared a state‑level experience in which a hospital was offline for weeks after a cyberattack. After debate about cost versus exposure, a motion to opt into the cyber fund passed unanimously.
“We pay $500. It's it's a it's an insurance,” one councilmember said in support of the purchase after describing the costs a large organization faced when offline. The council also heard that a cyber loss could jeopardize access to operating funds and that smaller jurisdictions are often attractive targets because of limited internal IT safeguards.
Staff will execute the interlocal agreement and return any final policy documents to the council for the record.
