Representative Lundgren offered an amendment updating REC March estimates and raising the one-time draw from the taxpayer relief fund (TRF) to $347,000,000 while adding an $89,000,000 Medicaid supplement to address shortfalls tied to federal tax changes on tips, overtime and other items. Lundgren described the change as responsible budgeting that offsets federal changes without overusing the TRF.
The amendment was adopted on the floor. Lundgren said the change "exactly offset[s] the federal tax changes" and framed it as protecting Medicaid services for vulnerable Iowans while preventing the TRF from being treated as an "unlimited credit card."
