Westminster approves water, SCADA upgrades and construction contracts funded by 2025 bond

Westminster City Council on March 10 unanimously approved multiple contracts and a resolution aimed at modernizing the city's water system and monitoring capabilities.
Utilities Director Scott Parris told the council that "Phase 1 is finished," describing the SCIIP project's progress and a modified tie-in plan for Phase 2 along Highway 123 to reduce traffic disruption. The council voted to award J & M Construction a $444,444.44 contract to replace roughly 2,180 linear feet of 6-inch water main and install three fire hydrants on Lucky Street and James Street; the work is funded through the 2025 Combined Utility System Bond. The motion passed unanimously.
The council also approved a $199,590.65 contract with ICS Automated for SCADA platform migration and radio telemetry installation. The bond adopted last year includes $1,167,500 earmarked for water system distribution improvements to replace or rehabilitate lines and enhance monitoring. Mayor Brian Ramey and councilmembers voiced support for completing the upgrades to improve delivery and fire protection.
In addition to the procurement votes, the council adopted RESOLUTION NO. 2026-03-10-01 recognizing Water Professionals' Day to honor Westminster utility staff. The resolution and the contract awards passed with unanimous recorded votes.
