Board counsel reminded new and returning Civil Service Board members that evidence must be reviewed and decisions must be made openly during the hearing process and warned against off‑record discussions while members review the Matias record.
The counsel cautioned, "You don't let people talk to you and sway you... That's not proper," emphasizing that deliberations should occur transparently during public sessions. Staff said it will attempt to retrieve recordings of the earlier hearings and compile any missing exhibits so members can review both transcripts and videos before the Sept. 16 continuation. The board accepted the plan and recessed the meeting.
