Board members at the July 28 meeting repeatedly asked whether the Crofton Muse development would include workforce or affordable housing as part of the community benefits in exchange for public support. Legal and staff guidance presented at the meeting explained that guaranteeing a percentage of workforce units is typically tied to land-use approvals (planning/zoning) or a recorded covenant rather than to the grant application itself.
Multiple board members said they wanted a firm assurance from the O'Neil Group before the town agreed to help seek state funds. "If there is a way of securing a firm commitment from the O'Neil Group, then in exchange for $1,000,000 dollars, they are going to make a firm commitment to affordable and workforce housing as part of this project," one council member said during discussion. The supervisor later said he would try to obtain such an assurance in writing: "I got a commitment from, I'm gonna write an agreement. He'll he'll commit to, 20%."
Staff and the town attorney cautioned that adding a workforce percentage requirement to the CFA resolution could complicate the grant application or be ineffective because grant awards and the developer's financing are not guaranteed; they recommended tying any binding housing requirement to land-use approvals or a recorded agreement.
The board passed the resolution to authorize the CFA application while directing staff and the supervisor to pursue a written developer commitment. The meeting did not produce a signed developer agreement on the workforce percentage; board members asked for that follow-up as a condition to be pursued outside the CFA filing.
