Council appoints 'Rose' to fill Place 2 and administers oath

The City of Hays council voted to appoint Rose to fill the vacant Place 2 seat and sworn her into office during the council’s Dec. 9 meeting.
Council Chair (S3) introduced the agenda item and, after a brief executive session under the personnel exception to the Open Meetings Act, moved to appoint Rose to Place 2. The motion was seconded and the chair announced the appointment. Rose took the oath of office in council chambers: “I, Rose, the corporal, do solemnly swear that I will faithfully execute the duties of the office of city council place 2…,” after which council members welcomed her to the dais.
The council did not record a roll-call vote onscreen in the transcript; the chair announced the motion carried and immediately administered the oath. Council members thanked both candidates for applying and discussed the difficulty of recruiting applicants before the appointment.
