At the public-comment portion of the meeting, a resident and property owner (Speaker 5) described purchasing property at a tax-sale after doing his own title search, then discovering the county later had a court order reversing the sale and ordering partial reimbursement. The speaker said the county "sold me a picture property you didn't have the right to sell," and said the court's electronic filing resulted in return of only a small reimbursement check and a later $15 directed through the district court payment center in Topeka.
County staff and counsel responded that reimbursements tied to clerk-of-court processes may route through the central payment center in Topeka and that the county reimbursed a $55 deed payment while the $15 from the clerk's office would require processing through the court system. County officials apologized for the mistake and said they would trace and follow up; the speaker said he was disappointed not to have been notified or given a hearing before the court action and sought full compensation beyond what had been mailed.
