Neighbors raise traffic and sewer concerns at Taylor Ranch annexation hearing

The council opened a public hearing on a proposal to bring the Taylor Ranch development into the city's extraterritorial jurisdiction as a step toward annexation. Staff said the developer agreement predates construction and that part of the 496‑acre tract is not currently in the city's ETJ, so staff must first pursue steps to include the property before formal annexation can proceed.
Resident Tina Moritz addressed the council during public comment and said the planned main entrance for the subdivision would place headlights and traffic directly in front of her home. “I was hoping that we could move the main entrance ... 200 feet so that all those cars aren't coming headlights at night in front of our home in the traffic,” Moritz said. Staff responded that entrances follow the vesting plat and that staff would ask the developer if an entrance location could be adjusted, but that major changes at this stage could reduce homes or otherwise alter the approved concept plan.
Other residents asked about road‑widening commitments and the timing of sewer and water infrastructure; staff said site‑specific civil plans and traffic impact analyses are not yet final and that once plans are approved they will be available as public records. The public hearing closed at 7:06 p.m.
