“So at the end of the day, I mean, this is gonna cost us roughly 50,000 to finish the study,” Eric said, describing outstanding consultant work and the need for additional survey and modeling to locate “hot spots” and clarify responsibilities for easements. Staff emphasized cooperation with neighborhood HOAs and coordination with the county, which holds many OSSF (on‑site sewage facility) records the city lacks.
Councilors and residents pressed on maintenance responsibilities and whether the city or property owners are accountable for clearing drainage easements. Staff said some elements may require long‑term solutions and additional budget, and recommended next steps including targeted homeowner outreach and more detailed modeling prior to construction.
