In-N-Out drive-through at 1221 Santa Anita: construction underway, staff says opening expected in November 2026

Assistant Planner Charlie presented the progress report for Conditional Use Permit 25-07, a proposal to develop a new 3,886-square-foot In-N-Out drive-through restaurant at 1221 Santa Anita Avenue. Charlie said the project was approved by the commission on 05/27/2025 and that construction began April 20, 2026. "The building mechanical electrical plumbing sewer and grading permits were issued on February 2026," Charlie said, and staff noted footing, slab and grading inspections have passed.
Charlie told commissioners the site visit photos show framing, roofing, electrical and plumbing work underway and that the drive-through portion is under construction. Staff said the applicant has implemented dust-control measures and posted construction signs to notify residents. "Construction is still in process for the entire site with construction expected to continue until November 2026," Charlie said. Commissioners and staff also discussed signage and prior design modifications to a 97-foot pylon sign associated with the corridor and noted some signage approvals require City Council review.
