Raul Rodriguez, code‑enforcement supervisor, told the council the department handled approximately 124 cases in June, mostly building‑code complaints, graffiti removals and parking enforcement. He reported 940 parking citations in the month across several categories and said the higher citation totals reflect the unit now operating at full capacity.
Councilmember (speaker 8) raised concerns about reports that someone outside the department was pulling flyers off vehicles during a July event. Rodriguez said he had not instructed anyone outside his team to remove flyers; he asked officer Antonio Libos to remove flyers that were affixed to windshields because placing materials on vehicles is not permitted. "They're allowed to pass them out. They're not allowed to put [flyers] on vehicles," Rodriguez said.
Several residents and councilmembers used the report as a jumping‑off point to press for more transparency and for continued courteous enforcement: one councilmember thanked Rodriguez for using warnings rather than citations in at least one observed encounter. The council did not take formal action but asked staff to continue outreach and to clarify procedures for community outreach and permitted distribution methods.
