Planning commission hears progress report on La Mano rebuild, staff says permits pending

Community Development Manager Tiffany Ho presented a progress report on Conditional Use Permit 25-02, describing a proposal to demolish an existing roughly 5,000-square-foot market and restaurant and replace it with a new 8,800-square-foot retail commercial market at a location on Garvey Avenue. "The applicants have also submitted their building permit applications, including their demolition permits and MEPs," Ho said, and staff has provided plan-check corrections that applicants are revising.
Ho said the project will retain an on-site Type 41 beer-and-wine license for the restaurant portion and that the applicants are working on a required lot-line adjustment so the building will not straddle parcel lines. "As of today, there have been no code enforcement complaints or violations submitted to the Sheriff Department, so they are in good standing," Ho told commissioners, and she reiterated that the applicants have two years to exercise their permits or must seek extensions to avoid the entitlement becoming void.
Commissioners asked about a construction timeline and whether the retained liquor license would permit packaged alcohol sales in the market. Ho said staff has not received a firm start date from the applicant and clarified the Type 41 license applies to on-site consumption in the restaurant; any future request to sell packaged alcohol in the market would require a modification and return to the commission. The report noted staff will continue regular check-ins with the applicant and that lot-line adjustment and corrected plans must be completed before building permits are issued.
