Breakouts identify coordination, contractor limits and funding as top barriers to regional resilience work

Breakout groups across three scenarios repeatedly raised the same barriers: getting elected officials and departments aligned, contractor arrangements that limit interjurisdictional maintenance, and sustained funding for consistent maintenance and preparedness.
Report-outs from the six breakout groups surfaced three recurring barriers to applying the vulnerability database in operational work: (1) cross-jurisdictional coordination and clear points of contact, (2) contractor arrangements that restrict maintenance work to specific jurisdictions, and (3) limited sustained funding for routine maintenance and projects.
Participants described examples: smaller municipalities often subcontract maintenance to independent contractors who are contracted only for specific jurisdictions, complicating coordination on assets that span boundaries. Funding concerns included difficulty securing long-term dollars for maintenance separate from one-off capital projects. Facilitators suggested the AccelaDAP outputs (CSV exports, mapped PODs, and contact-tagging) could be used to build a shared case for funding and to identify points of contact for prestaging and project coordination.
"Stormwater management performance is already being impacted by rising sea levels and intensifying storms," a facilitator said as a framing point for the stormwater breakout, and participants linked that reality to the need for sustained maintenance and interjurisdictional agreements.
