Stephanie Ratko described LEADS as the Liquor and Cannabis Board's largest enterprise system and said it supports 66 business processes and averages about 5,170 unique portal users each month. "LEADS is our licensing, education, enforcement and administrative data system," Ratko said, noting that the system is a Salesforce implementation integrated with other agency systems and third‑party vendors.
Ratko said recent changes since a second release in March 2025 include automated fee creation, automated approval letters and emails, electronic submissions, and electronic payments. She said the LEADS team has implemented many system changes since March 2025 and that a dedicated application support model and documentation (runbooks, knowledge articles) help speed incident resolution and support.
