Commission approves 2025 Emergency Operations Plan required for federal funding

Emergency Manager Samantha O'Dell presented the 2025 Torrance County Emergency Operations Plan — a 394-page document updated to comply with the National Incident Management System and National Response Framework and required for some categories of federal assistance. O'Dell described a stakeholder workshop process that included fire, EMS, law enforcement, road departments, public works, and animal services to ensure annexes and response protocols were reviewed by partner agencies.
"This document provides structure and processes used to respond and recover from incidents, and the plans required to be updated every two years and approved by the Commission every two years," O'Dell told commissioners. She said the plan will be submitted to the Department of Homeland Security and Emergency Management to maintain compliance and eligibility for federal funds. The board voted to approve the plan.
O'Dell said she circulated annexes to stakeholders and requested letters of agreement; staff will follow up as needed to document agency concurrence and to maintain compliance with state and federal expectations.
