Yankton County commissioners opened their July 30 budget hearing by reviewing department spending requests and listening to service providers seeking continued local support. Commissioners repeatedly cited a statutory or administrative limit on property-tax increases—about 3.4%—as the constraint shaping choices across the county.
Departments outlined narrowly framed budgets, rising insurance and postage costs, and operational pressures such as long customer-service lines at front counters and rising fuel and equipment prices for roads and bridges. The commission set a provisional adoption target for Aug. 18 and asked the auditor to provide revenue projections at the next regular meeting so commissioners can align department requests with available income.
"We can only increase our property taxes this year by 3.4%," said an agency official explaining department constraints, noting the cap affects how much the county can spread any increases across departments. Commissioners directed department heads to return with clearer actuals and recommended cuts or adjustments so the commission can finalize a balanced provisional budget.
The meeting combined routine approvals and substantive review: commissioners approved the agenda and a runoff canvas early in the session and then moved through presentations from county offices, the sheriff, the highway department and outside providers including Southeast Public Transit and Pathways shelter.
