Planning commission recommends Murrieta add 19 projects to CIP, finds plan conforms to General Plan

The Murrieta Planning Commission voted unanimously on May 27 to recommend that the City Council find proposed additions to the Capital Improvement Plan for fiscal years 2026–31 are in conformance with the Murrieta General Plan 2035.

R. N. Mendoza, a financial analyst with the finance department, presented the staff report and said the package includes 19 projects — 16 new projects and three annual maintenance items — spanning building upgrades, fire apparatus and safety equipment, parks improvements, traffic signal work and public‑works maintenance. "The CIP is a long range 5 year planning for all individual capital improvement projects and funding sources," Mendoza said during the presentation.

Commissioners focused questions on several specific projects, including planned fire apparatus replacements, a proposed modification at Clinton Keith and Nutmeg that would add protected‑left phasing, and a phase‑1 maintenance evaluation for the Equestrian Center. Staff emphasized the commission’s role: the commissioners were deciding whether projects conform to the General Plan, not whether to allocate funds. The commission passed a resolution recommending the finding of conformity by voice vote, 4–0.

Next steps: staff told the commission the council will review the list at a budget workshop on June 23, 2026, and hold a public hearing to adopt the CIP on July 7, 2026. The recommendation now moves to those council proceedings for final funding and adoption decisions.

The motion to adopt the planning commission resolution was made by Commissioner LaPaglia and seconded by Commissioner DeSenna; the motion passed unanimously, 4–0.
