Veronica Bogens identified herself as president of the Sandhills Neighborhood Association and told the committee she has experienced retaliation and public embarrassment after raising concerns about center operations. "I am now absolutely, at my wit's end," Bogens said during public comment, and she asked the city to "please do something with these employees," alleging staff did not follow through on requests and that staff behavior at the center has been hostile.
Director Williams and other staff responded that there are "three sides to the story" and described staff reports of incidents at the facility. Williams said staff had been asked to draft a memorandum of understanding to document nonexclusive access for the neighborhood association to an office/storage space at the Sandhills facility; the MOU, Williams said, was intended to formalize that use while preventing the space from becoming a private office. Administrator Allen confirmed a draft had been prepared by legal counsel and that it has not been executed; Allen said the document would come before the governing body and include details requested by commissioners.
The committee sought clarity about which office was in question, whether access would be exclusive, and whether keys and equipment would be included. Director Williams said the office previously functioned as a storage/meeting-adjacent space and staff would continue to control building access. Commissioners urged staff to ensure stakeholders and affected residents are engaged before final execution of any MOU.
