Council amends and approves first reading of Lancaster County CIP after budget changes, including funded fire station and project adjustments

Council reviewed the revised 10‑year capital improvement plan (CIP) and voted to amend the document to reflect budget actions taken that night. Josiah Park, budget analyst, walked the council through new and revised capital requests and emphasized that the CIP is a planning document and that listing a project does not obligate funding. Park said the project list (before amendments) reflected roughly $45.3 million in county project requests.
Councilors moved and approved amendments to add the $6 million allocation for a fire station to the CIP, remove certain spec-building site-prep items from funded status, and adjust other line items to match the operating-budget amendments made earlier in the meeting. The council approved the CIP first reading as amended (vote reported 6–1) and scheduled the operating-budget public hearing and second reading for June 8 and third reading and final adoption for June 22.
Park and staff noted that some projects will still require funding decisions in the annual capital budget process and that the CIP's totals include external funding sources in some project lines. Council asked staff to reflect all first-reading changes in the CIP exhibits for second reading.
