"I just got a notice, I guess, of about North Plains. Only after 1 week, the interim city manager, Gary Marks, resigns," the commissioner said. The board discussed that North Plains had also lost a public works director, had a library director retire early, an assistant city planner put in notice and a city recorder out on stress leave. County staff said they had offered intergovernmental support and asked the city whether services would automatically revert to the county if the city could not perform them; the city's attorney reportedly indicated not at this time.
Commissioners described the city as "at risk" given staffing shortages but said the county has not been asked to take over services. The update was informational; no county action was taken at the work session.
