Board hears address‑verification update; staff reports ~89% freshman verification

Assistant Superintendent Bustill updated the board on the district's address verification effort, explaining the purpose is to protect seats and staffing by verifying residency. Bustill reported: "To date, we have verified 89% of our current freshman cohort," and added that the district sent multiple communications (including a certified mailing in April) that substantially increased the verification rate.

Trustees asked about the number and cost of communications and whether the outreach was proportionate to results. Trustee Modi said staff may be doing "more than you probably need to" and questioned the diminishing returns of seven communications; Bustill explained the certified mailing moved verification from the 40% range to 89% in the cohort. Trustees discussed balancing staff time against the risk of disenrolling students who actually reside in district boundaries; staff emphasized grace periods and follow-up options. Bustill noted findings from the verification—six students not residing in district boundaries were asked to complete interdistrict transfer paperwork and roughly 70–90 students remained unverified and are being followed up.

Board members asked staff to track how often families are exempted by prior verification and to consider whether the cadence should be adjusted for cost‑effectiveness. Several trustees encouraged staff judgment about outreach intensity while asking staff to bring any proposed process changes back for board review.
