Saville responded that "curtailment does not happen until the NWS sends the notice and that the blades will not fully stop spinning," explaining that wind will continue to move the blades and that abrupt stops can damage equipment. The exchange left the board with a clarified operational explanation but persistent constituent concerns about perceived non‑curtailment.
The board did not take formal action on the report but accepted Saville's update and noted ENEL is working with DeTect to troubleshoot ADLS detection issues; Saville said the company's annual report had been submitted to Elizabeth, the County Zoning Administrator, with no changes.
