Adm. Code 25). The board added that failure to obtain and maintain the license may result in cancellation of the Special Use Permit upon recommendation of the Planning Commission.
The applicant, identified in the minutes only as Ashley, told the board she had been informed by the State that she did not qualify for a kennel license because she spays and neuters her cats and does not breed them, meaning she would not meet the State's numerical thresholds. "The State had already told her that she does not qualify for a license because she doesn’t have enough cats because she spays and neuters them and she does not breed," the minutes record. Despite the applicant's statement, the board voted to approve the special use with the added license condition; the motion carried with a recorded split on the amendment prior to the final approval vote.
