St. Marys Commission authorizes bonds, awards low bid for Lakeview sewer conversion

The St. Marys City Commission moved the Lakeview sewer conversion project from planning to procurement this year, authorizing bond financing and hiring a contractor to build the gravity-flow line. On Nov. 18 the commission accepted Ohlsen Right of Way & Maintenance's low bid of $392,020 to construct the gravity-flow sewer main, and earlier approved Ordinance No. 1353 authorizing up to $750,000 in general obligation bonds to finance the project.
Pat Cox of BG Consultants presented the engineers' recommendation and asked the commission for authority to advertise and move forward with bid review and KDHE submittals. The commission also approved an amendment to BG Consultants' contract for construction observation not to exceed $48,000. "We will submit the plans to KDHE for approval and proceed with advertising and bidding as directed," Cox told commissioners. Cordell later reported KDHE had approved the plans in an earlier meeting, allowing final procurement steps to proceed.
The motion to accept Ohlsen's bid passed by roll call with all commissioners present voting in favor. The commission directed city staff and bond counsel Kevin Cowan (Gilmore & Bell) to start the bond issuance process and to return with finalized financing documents and a construction timeline. The item now proceeds to contract award and scheduling; BG Consultants will prepare construction-observation and closeout scopes for commission review.
Actions taken: the commission adopted Ordinance No. 1353 (bond authorization), accepted the low construction bid ($392,020) and approved BG Consultants' contract amendment not to exceed $48,000 for construction observation. No funding changes beyond the authorized bond amount were adopted at the time of award.
