The City of Peekskill Planning Commission approved an application to install two ground signs for Above Peekskill Head Start at 705 South Street, a property owned by Peekskill Presbyterian Church. Chair moved to approve the application with standard conditions and the commission voted in favor.
Planning staff described the proposed signs as modest in height and approximately 9 feet 6 inches long, with black lettering and modest color accents. Staff recommended the commission deem the project a Type II action under the New York State Environmental Quality Review (SEQRA) and to grant the appeal pursuant to the city sign ordinance (4-68-5(e)(1)), subject to DPW inspection after installation and compliance with all applicable building-code requirements. "The staff recommendation is that the planning commission deemed this a Type 2 action under New York State Environmental Quality Review ... and it's recommended that this appeal be granted," staff said during the meeting.
Commissioners attached additional, practical conditions: the sign text should be simplified to improve legibility, with final approval of lettering and minor layout adjustments delegated to planning staff and subject to Historic Landmarks Preservation Board review. Commissioners also agreed that if the use of the property changes or the site remains vacant for an extended period, the sign should be removed or blanked out and any new occupant would need to seek reapproval for signage. "If the use of the property changes, the sign will either be removed or blanked out," the chair stated during the motion discussion.
The application passed on voice vote. The applicant, Valerie Lascousa, director of Above Peekskill Head Start, thanked the commission following the approval.
