Board adopts FY26–27 business plan emphasizing AI risk model and permit tracking

Staff presented the district’s FY26–27 business plan, reviewed accomplishments from the prior year and outlined ongoing and new initiatives. The presentation emphasized operational work completed, items still in progress and planned new objectives.
General Manager Steve highlighted completed items including a five-year update of standard specs, personnel-policy revisions and a new generator installation. He also described new objectives such as restarting the San Quentin Village annexation process, participating in the Alert Marin MOU and launching a pilot college-intern program.
On technology and capital prioritization, Steve described an in-house data-risk model that uses past spill, condition and debris data to predict likely future spill locations and to guide capital prioritization. "We use AI to explore what were the conditions before the spill, and that can help us predict the next spill because we have so much data," he said, explaining the replacement of the older IAMP model with a data-driven risk tool that could be shared with other districts.
The board moved to adopt the business plan by roll-call vote. The plan will be used as a roadmap for priorities in the coming year and to guide investments in training, permit tracking (including GIS integration), and operational optimization such as energy use at pump stations.
