Ross Valley Sanitary District adopts FY26–27 final budget and appropriation limit

The Ross Valley Sanitary District board voted to adopt its FY26–27 final budget and the accompanying appropriation-limit resolution during the June 17 meeting.
"We went from what we thought was gonna be a $3,000,000 net revenue to $1,200,000," finance staff said when summarizing changes from the May draft, noting that higher-than-expected capital-project costs reduced available surplus. Staff told the board the emergency reserve is fully funded and the operating reserve is nearly at target, but the capital reserve will not be replenished this fiscal year so the district can prioritize priority capital work in Fairfax.
Board members discussed the Gann appropriation limit and noted the district's policy to pledge property-tax revenue to capital, which affects how the limit applies given the district's fee-funded structure. After discussion the board moved to adopt both resolutions; the roll-call vote recorded five yes votes and the motions passed.
The approved final budget includes the detailed "budget in brief" materials and a reconciliation of changes since May. Staff said they will print the final documents for board distribution and follow up as needed.
