Candidates say Rowlett must fix roads and reconcile unspent bond funds

Infrastructure — roads, sewers and parks — was a repeated priority across candidates. Scott Hart and others argued that infrastructure must come first before attracting new businesses: "infrastructure's gotta come 1st," Hart said, calling for a comprehensive road map and a prioritized plan backed by leadership. Betsy White described the city's capital improvement project task force and a road‑condition index the city uses to rank repairs.

Several candidates raised questions about Rowlett's bond program and available capital. Carter Holston urged reconciliation of appropriated bond funds that have not been spent and said the city should move projects forward. Chris Casar warned of persistent funding shortfalls, saying, “We are millions and millions of dollars short every year in infrastructure funding.” Candidates proposed reconciling bonds, planning multi‑year repair cycles and using general‑fund reserves for emergencies when main breaks occur.
