Staff proposed contracting with ETC to conduct a statistically representative community survey and recommended a 400‑respondent sample size to lower the margin of error and enable reliable cross‑tabbing by demographics and neighborhood.
The presentation explained that ETC’s approach uses mixed modes (mail, phone, email and web) and that 400 completed responses would provide roughly a 2.5% margin of error for city‑level results while allowing useful subgroup analysis. Staff suggested a 3–4 month timeline for survey design, fieldwork and reporting, and said the city would workshop local questions with boards, commissions and council before launch.
“My recommendation is that you go with 400,” the presenter said, and councilmembers generally supported initiating the survey; staff said the mayor and city manager were comfortable with executing the contract and bringing results into the upcoming strategic‑planning process.
